What does it do?
It proposes new laws to the Parliament and to the Council of the EU, manages EU policies and allocates EU funding by setting EU spending priorities and supervising how money is spent, enforces EU law by ensuring that EU legislation is correctly applied in all state members, represents the EU to the rest of the world by speaking on behalf of the EU and negotiating international agreements.
Composition
It is a team of 27 Commissioners (one from each EU country) led by the Commission President, The College of Commissioners is made up of the President of the Commission, eight Vice-Presidents, the High Representative of the Union for Foreign Affairs and Security Policy (Josep Borrell Fontelles in 2020) and 18 Commissioners.
How does it work?
- Strategic planning: the President decides the policy direction for the Commission and draws up the annual work programme with the help of his/her Commissioners.
- Collective decision making: all Commissioners are equal in the decision-making process, the Vice-Presidents act on behalf of the President in their area of responsibility and are supported by the Commissioners. Decisions are generally made by consensus, but in certain cases they are taken by simple majority.
